UPDATED: Registered Sex Offender Arrested In Area Sexual Assault, May Be More Victims Police Say

SUSPECT ARRESTED - REGISTERED SEX OFFENDER IN CUSTODY

On September 28, 2009, at approximately 0150 hours, a sexual assault occurred in an alley near the intersection of Alta Vista Boulevard and Melrose Avenue.  Prior to the assault, the lone suspect conversed with the victim, who was walking on the sidewalk.  The suspect attacked the screaming victim away from the sidewalk.  The public made telephone calls to 911 and officers from Wilshire Area responded Code-3 (lights and sirens).  The suspect fled from the location when he heard the sirens.

Detectives from the Operations-West Bureau Sexual Assault Detail were notified of the crime. From the description given by the victim, detectives recognized the suspect as Christopher Webb age 22, a registered sex offender assigned to their jurisdiction.  The identity of the suspect was confirmed by a photo-line up identification from the victim.  

Detectives arrested Webb for Attempted Rape on September 29, 2009 at 1030 AM.  He is being held on $225,000.00 bail.  The District Attorney’s Office filed two felony sexual assault counts against Webb.  If convicted, Webb could be sentenced to at least three years in state prison.

Christopher Tysean Webb, 22 (pictured below) is identified by LAPD as a suspect in this case.

Webb has a history of assaulting teenage females he meets in prominent public places.  He bears distinctive script lettering tattoos on the top of each hand, “Honey” on his right hand and “Combs” on his left hand.  Detectives would like to contact anyone assaulted by Webb that has yet to report the crime.

Why does this guy only face three years if convicted? If you rape someone you get 25 years to life, end of story.

This is a horrible thing. We need to take more action on revitalizing our neighborhood. However, there is a more pressing element here. What was an underage girl doing walking on Melrose alone at 1AM? Is she a local resident? Was she with anyone? It's not her fault, of course. I'm not saying that. But why would parents allow a minor to put herself in that situation? Where are her parents? Does she have parents? There's a lot more going on with this story, and we all should think about how we can prevent these things from happening, at every level.

melrose and alta vista? was it north or south of melrose ?
located on the northwest corner of melrose @ altavista, there is an adult assisted living facility.
most if not all of the residents there seem to be very highly medicated and exhibit behavioral challenges.
the lack of supervision of these patients / residents has in recent years caused many disturbances in the area .
i'm not pointing any finger just bringing to the neighbors' attention the potential connection .

also the transient population residing in the alley ways between ponsettia and formosa on both the north side and south side of melrose should be more closely regulated as it may be an unsafe situation for local residents

Villa Stanley East is a board-and-care facility for the chronically mentally ill.

Am I the only one that thinks that the combination of mental facilities, half-way houses, pot dealerships, tourists, and thrift store/low-brow shops is a bad mix that attracts a criminal element to our neighborhood?

I took a walk on Melrose this weekend and counted 10 weed dealers, and I often see these kinds of assisted living facilities as well - at first I thought they were old folks homes until I realized the sad looking people who hang around outside smoking aren't old enough to be seniors.

I for one, would much prefer to see Melrose Ave a little more upscale. They don't have these kinds of problems on Rodeo Drive. And no assisted living facility could afford the rent there either.

Is there anything that can be done to encourage more upscale businesses to move in?

There aren't pot dealers on melrose haha...it is a high end glass shop that is regulated and in compliance and is actually upscale and expensive. I agree with the assisted living place it is grossssssss and scary. Melrose has always been quirky and I hope it remains that way. Some of the tackiness needs to go though (moist women & men? Hahaha)...perhaps a nice home goods store, etc.

The homeless and freaks are mainly there for their buddies at that freaky villa halfway house on melrose & alta vista. That place needs to b regulated or shut down. There is also a gay bath house by enzos pizza behind the green doors (is that even legal?!) Other than those 2 highly unsavory spots melrose is slowly revamping east of fairfax.

i am in no way belittling the legitimate efforts of true prop 215 activists . my post was not directed at any of the retail stores selling pipes and accessories or anything else.
Being a Los Angeles native and part of this business community for nearly 20 years , i have the well being and safety of my friends , neighbors and fellow merchants in mind when i post concerns about our street .

i'm with you on the "Villa Stanley" place , it's no good for the street. those people need assistance and must be more closely monitored.
the "gay bath house" has been there for at least 15 years and i've never once heard of any crimes or complaints about it .
in fact, most people don't even know what that place is.

wish i could say the same about the weed vendors now littering our shopping district.

How many of the now open marijuana dispensaries on melrose were opened 100% above board and with all the proper documentation?
the L.A. City Council has a list of all the illegal establishments . on the list are over a dozen deemed "ILLEGAL" .

the landlords have to in some way be held responsible for at the very least the safety of their tenants and safety of the neighbors of their properties .
renting to yet another "legal" (or not ) pot dealer without considering the impact it will have on the local safety , local commerce and overall demographic the types of businesses they rent to will attract is simply greedy and irresponsible.
It seems almost like an inevitable transformation into a los angeles "RED LIGHT DISTRICT"

I'd like to see a list of the crimes directly and indirectly associated with these places since they started opening up .

remember , the main objective for these medical marijuana dispensaries was to offer it's patients "SAFE ACCESS" to their medication .
I do support "safe access" however, this is no longer the scenario.

Misinformation regarding 'pot shops'

These stores on melrose sell pipes, water pipes, wrapping paper etc., not pot!
These are NOT Marijuana Dispensaries, just Paraphernalia.

In regard to homeless and transients, this should be controlled.

There are currently 13 pot stores on Melrose Avenue, in between Fairfax Avenue and Highland Avenue. All of them opened illegally during 2009, despite an L.A. City Council moratorium on pot dispensaries. The City has been slow to act to shut them down, unfortunately - but they are all still illegal. If you have any doubts, just take a walk down Melrose Avenue. Many of these stores are blatant about what they are selling.

You are misinformed. There are several Marijuana dispensaries on melrose. one, luckily, was just closed down even had the pot plants growing in the window. and a pot lounge. The others remain open. and by the way there is ALOT of them on melrose between La brea nad Fairfax. you may want to take a walk and see for your self.

You are right, there may be a connection between these stores and crimes in the neighborhood. Since you want something done, it's up to you to follow through, and examine the crime data on this web site, and on the LAPD web site. Why don't you do a thorough analysis of how many crimes take place close to these stores? You say you don't want people to sit on their hands - and you shouldn't either! Please analyze the locations of all of these crimes, and report back to all of us here. It would be very useful information for all of us to have.

i could not find a chart of actual logged crimes connected to robberies of the dispensaries themselves but, i can tell you how many of these crimes would have happened in their absence .
