Neighborhood dog owners want a dog park or designated area for dogs off leash created for their pets at Poinsettia Park Recreation Center.
The problem is, that under current City of Los Angeles zoning ordinance guidelines, such a park could not exist or be developed at Poinsettia.
Why? One guideline states that no dog park can operate within 1000 feet of a residential area.
Many residents that live directly around the Poinsettia Park object to the noise already created by the illegal use of the park for off leash purposes. Those neighbors tell Melrose Action that the screaming or loud behavior by dog owners themselves is enough to push them over the edge and vow to bitterly oppose any such use of the park.
This opposition is something dog park proponents seem to over look according to those familiar with the situation who asked not to be identified because of fear of reprisal.
Proponents are hopeful that a our new City Council Member will address this issue and that the ordinances can be changed and a off leash dog area is created at Poinsettia Park.
The City of West Hollywood however announced it's own plans to develop such an area at it's Plummer Park facility, just three blocks from Poinsettia. City leaders say such a park could be operational in one month's time.

Too many obnoxious dog owners
The problem is not the dogs, it's the dog owners. There are too many obnoxious, nasty dog owners who bring their dogs to Poinsettia Park. They let their dogs off leash, which is illegal, and of course it causes problems. I have had dogs jump up on me while I was walking through the park. Well most of the dogs are just trying to be friendly, but I don't want a big dog jumping on me when I am walking by. Some of these dog owners think they own the entire front of the park, and that no one else should be able to use it. Well, I pay taxes for this park, and I should be able to use it too. Families with kids should be able to have picnics there, but a lot of them don't because the kids are afraid of getting jumped by big dogs. The bottom line is, we have to keep calling the park office and the police and telling them to give tickets to dog owners who let their dogs run wild. That's the only thing that will keep these obnoxious, nasty dog owners in check.

I think now there requires a huge protest but a peaceful because these are not the new demands at the Poinsettia Park Recreation Center,past several time such demands is been made and there is always assurance but nothing concrete step is been taken on account of this i had a french mastiff and i always feel sad when i didnt find any good place for him.

I'm not sure if it's my misunderstanding but I just confused about those who are complaining about the noise. Your the one who made the decision living next to a park. You like in LOS ANGELES not in the middle of Iowa.
In Los Angeles parks are one of the very few places left where residents are able to take their dogs no pleasant walks. Has anyone ever thought that the noise may decrease with installing a dog park? Most of the current noise is caused by owners loosing control of their animal. This is one of MULTIPLE reasons why having a dog park would alleviate this problem.
Being fair
The off leash activity at Poinsettia Park, in my opinion, is only dangerous because it is ad hoc, so some people may not know and therefore may be startled by the activity. Most of the dogs that go to the park are friendly, fights are broken up by owners quickly, and even some elderly and infirm people go there to enjoy spending time with their neighbors and some friendly neighborhood pets. I know this for a fact because I go there weekly and constantly encounter this kind of activity. Kids that don't even have dogs go over to play with the neighborhood dogs for fun.
If a new playground were to be built across the street not only would the noise increase, this time the sound of screaming and playing children, but there would be no green space in the neighborhood to enjoy. The best solution is to make the off leash area more secure by making it legal, closing the area off, and notifying the neighborhood. Amending the city ordinance of having a dog park 1000 feet from residences is an option.
And I am still waiting for that dog park in Plummer Park to be constructed. Obviously, it didn't happen within one month and what with the economy right now there is no promise it will be funded.
For the time being, the ad hoc dog park brings neighbors together, people get to know each other, creating a safer environment where neighbors now look after each other. The bigger harm is that this issue over the park is only causing a greater rift in our community.
Off Leash
Anyone who lives near Poinsettia Park knows that there is constant noise, and constant danger, from off leash dogs in the park
Every day, fights erupt between dogs, sometimes multiple dogs involved. Sometimes the dog owners then argue. Lots of barking and yelping and screaming. Constantly.
If you walk through Poinsettia Park with your dog on a leash, you can be assured you will be acosted by several off-leash dogs.
If you walk through Poinsettia Park with a small child, or you are elderly or infirm, possibly in a wheelchair, or frightened of dogs, too bad. You might get bitten. And the last time that happened, the owner of the dog who bit left abruptly, leaving the dog abandoned in the park.
The park belongs to the dog owners who want to allow their dogs to be illegally off-leash. And the people who want to play basketball until two o'clock in the morning even though the park "closes" at 10 PM.
Police prescence? Nearly zero. Enforcement? None.
Protection? Zero.
If you don't want to get bitten, don't walk through that park. Even the cops won't do it, and they have firearms.
If anyone from LAPD is reading this, you know I'm right.
There are more dangerous activities than off leash dogs
Park dangers to children more serious than the possibility of being bitten by a dog, which has never happened by the way:

Activities that are illegal or posted as prohibited, yet are still allowed or not enforced.
The basketball court: Policemen are called frequently because of fights on the court. Just two weeks ago they came with guns drawn because of a fight on the court and report of a weapon. Even when children are present they yell obscenities and threaten violence to each other or actually get into physical fights. They have no consideration of the noise to the residents whose homes are next to the court. When people who live there have complained their homes and cars were vandalized. The ambulance shows up periodically to take away patients with injuries. But the basketball court remains and is sanctioned. Where is the outrage about all this?
Skateboarding: It is not allowed and it is written on the sidewalk where children are skateboarding, making jumps right over the curbs that have “No Skateboarding” written on them…without helmets to protect them from brain injuries if they fall on the heads and the park staff does not enforce the rule.
Soccer: Although signs are all over the park saying “no soccer” these games are either being held illegally or scheduled by the park, every weekend, destroying the grass on the field on the north lawn. Sometimes team players bring their children and deposit them in the playground and go off to play soccer leaving them unsupervised.
Playground: Although needles and condoms are regularly found in the sand, parents continue to allow their babies to sit and play in it. It is supposed to be raked every morning to remove these dangerous and disease carrying items. I doubt it is done. We do want the sand removed and a new type of surface put in the play areas so parents can see what is in there. We just don’t want a playground moved close to the busy street traffic as a way to stop or punish the dog owners from letting their dogs run and play. There are definitely more dangerous activities every day to focus on.
When the park was full of transients last year many of them were men dressed as women who would use the women’s bathrooms and the park staff was aware of it but had no solution to stop them. I would wonder what a little girl might witness if she didn’t know someone was in there stripped and bathing themselves in the sink. Where was the outrage?
Although dogs playing off leash is a violation the dogs are no more of a danger to anyone coming and going from the park than the transients, the fights on the court, the drug dealers who deal meth, not just weed and guardians who leave children unsupervised. The noise from dogs and their guardians last only a couple about 3 hours in the late afternoon. The benefit of people gathering together with their dogs in the afternoon for a couple of hours is that they are vigilant to illegal activities they witness and they are-for the most part actually people who live in neighborhood and rent or own homes and are well behaved. Being there prevents other illegal activities on the south lawn, which never…ever has supervision from the park office staff. There aren’t enough staff members to cover all areas and there is not enough time I am told. Every activity has an inherent danger but let’s get our priorities straight. And you know that's the truth.
